Score every fabricated SKU on three axes: total duty stack from China (Section 301 + any AD/CVD order + Section 232 on steel content), single-source dependency, and tooling portability. Welded assemblies, carts, ladders, racks and scaffolding components usually score highest — high steel content, high Chinese duty stack, and tooling that is simple to replicate. Precision machined parts with hard tooling score lower and migrate last.
Step 2: Qualify the second source properly

Whichever you choose, qualification means: certificate verification directly with the issuing body (ISO 9001 with Bureau Veritas or equivalent), an equipment list with model years, welder qualification records, a live or on-site factory walkthrough, and two redacted Western customer references. A 24-48 hour DFM response to one real drawing is the fastest single capability test available.
Step 3: Paid pilot with FAI — never skip this
Order a pilot lot at commercial terms. Require a full First Article Inspection report with dimensional data against every drawing callout, weld inspection records, coating thickness readings, and Mill Test Certificates. Approve in writing before releasing volume. The pilot also tests everything the quote can't: packaging quality, documentation accuracy, communication under deadline.
Step 4: Ramp with a dual-source period
Move 20-30% of volume first and run both suppliers in parallel for two to three order cycles. Compare PPM defect rates, on-time delivery and documentation quality with a scorecard. Only then rebalance. Keeping 10-20% with the incumbent long-term preserves negotiating leverage and a fallback.
Timeline and budget reality
Plan 6-9 months from decision to stable ramp, $5,000-15,000 for audits and pilot premiums, plus one engineering trip. Against a duty stack that often exceeds 40-50% of product value on China-origin fabricated goods, the payback period is typically the first two containers.
